Risk Toplumu<\/strong>, (Ulrich Beck)<\/strong>; insan ya\u015fam\u0131 s\u00fcrekli bir tehlike, tehdit i\u00e7inde olup bunlara kar\u015f\u0131 ald\u0131\u011f\u0131 \u00f6nlemler etraf\u0131nda devam eder. Modern d\u00f6nem \u00f6n\u00adcesi belirlenmi\u015fliklerin (kimliksel, dinsel) verdi\u011fi g\u00fcvenli ya\u015fam ortam\u0131 modernlikle beraber do\u011fay\u0131 (aklile\u015ftirme veya hesaplana\u00adbilir k\u0131lma) fethe \u00e7\u0131kan insan, onu zapt etme konusunda epey bir yol alm\u0131\u015ft\u0131r. Yani, do\u011fadan gelen tehlikeler bir anlamda bertaraf edilmeye \u00e7al\u0131\u015f\u0131lm\u0131\u015f olup, bu \u00e7aba yeni tehlikeleri de getirmi\u015ftir. Bu a\u00e7\u0131dan risk, Giddens’a g\u00f6re d\u0131\u015fsal ve imal edilmi\u015f riskler olarak tan\u0131mlan\u0131r. D\u0131\u015fsal riskler, geleneksel ve sanayi toplumunda \u00e7o\u011fun\u00adlukla do\u011fadan kaynaklan\u0131rken, imal edilmi\u015f riskler ise insan\u0131n ge\u00adli\u015fim \u00e7abalan sonucu, hem do\u011faya verdi\u011fi zarar hem de ekonomik ve toplumsal de\u011fi\u015fimler etraf\u0131nda olu\u015fan risklerdir.\u00a0<\/em><\/p>\n

G\u00fcn\u00fcm\u00fczdeki postmodern toplumda ise do\u011fa, t\u00fcketim baz\u0131n\u00adda can \u00e7eki\u015fir bir durumda olup, insana yeterli bir kaynak de\u011fildir. Bu y\u00fczden insan yeni t\u00fcr kimyasal veya teknolojik m\u00fcdahalelerle do\u011fay\u0131 s\u00fcrekli yeniden \u00fcreterek (ve t\u00fcketerek) kullan\u0131mda tutmak\u00adtad\u0131r. Ayn\u0131 zamanda sosyal hayat\u0131n de\u011fi\u015fmesiyle aile ve sosyal ba\u011f\u00adlar\u0131 zay\u0131flam\u0131\u015f olan ve giderek yaln\u0131zla\u015fan bireyin s\u00fcrekli risklere kar\u015f\u0131 tetikte beklemesi gereken bir s\u00fcre\u00e7te oldu\u011funu d\u00fc\u015f\u00fcnd\u00fc\u011f\u00fc\u00adm\u00fczde ya\u015fam yeni risklerle dolu g\u00f6r\u00fcnmektedir: Hastal\u0131k, kimya\u00adsal tehdit, ekolojik bozulma, i\u015fsizlik vs. gibi. \u00c7a\u011fda\u015f sosyal bilimci Ulrich Beck<\/strong>\u2019in \u2018risk toplumu\u2019 kavram\u0131 bu anlamda modern ve postmodern d\u00f6nemi kar\u015f\u0131la\u015ft\u0131rmak ama daha \u00e7ok postmodern d\u00f6nemi anlamak i\u00e7in de\u011ferlendirilecek bir kavramd\u0131r. Beck, risklerin elbette tarih boyunca var oldu\u011funu s\u00f6yler, fakat ona g\u00f6re s\u00f6z konusu edilip \u00f6nemli bulunan \u201crisk, modernle\u015fmenin kendisi taraf\u0131ndan yarat\u0131lan ve tan\u0131t\u0131lan tehlike ve g\u00fcvensizliklerle sistemli bir bi\u00e7imde ba\u015fa \u00e7\u0131kmaya \u00e7al\u0131\u015fman\u0131n bir yolu\u201d \u015feklinde tan\u0131mlanan risktir.<\/p>\n

Klasik modern toplum veya sanayi toplumu s\u0131n\u0131f temelli olup refah seviyesini y\u00fckseltme amac\u0131ndayken, risk toplumuna d\u00f6n\u00fc\u015fmeyle birlikte temel ama\u00e7, hayatta kalabilmektir. Her g\u00fcn d\u00fcnyay\u0131 ve insan\u0131 tehdit eden yeni bir haberin g\u00fcndeme d\u00fc\u015ft\u00fc\u011f\u00fc risk toplumu, postmodernli\u011fin hesaplanamazl\u0131\u011f\u0131na dair bir g\u00f6r\u00fcnt\u00fc vermektedir. B\u00f6ylelikle her geli\u015fmenin k\u00fc\u00adresel oldu\u011fu bu postmodern d\u00fcnyada riskler de ayn\u0131 geli\u015fmelerle artarak var olmaktad\u0131r. Beck\u2019e g\u00f6re, bu riskler yani \u00f6ng\u00f6r\u00fclemezlik hali, insan\u0131n ey\u00adlem yetene\u011fini k\u0131s\u0131tlamakta ve ayn\u0131 zamanda insan\u0131 karamsarl\u0131\u011fa d\u00fc\u015f\u00fcrmektedir. Risklere kar\u015f\u0131 tehlike t\u00fcm insanlar\u0131 e\u015fit k\u0131lsa da yine de \u00fcst s\u0131n\u0131f\u0131n risklere kar\u015f\u0131 g\u00fcvenlik i\u00e7inde olmalar\u0131 ya da g\u00fcvenli\u011fi sat\u0131n almalar\u0131 daha kolay olabilmektedir. Yine de bu t\u00fcr riskleri art\u0131ran ve bunlardan korunma imk\u00e2nlar\u0131 daha fazla olan zenginlerin de risklerden etkilenmesi, risklerin bumerang etkisi olarak nitelendirilir: \u201cRiskler, onlar\u0131 \u00fcreten \u00fcst s\u0131n\u0131f ve zen\u00adgin uluslara geri d\u00f6ner.\u201d Dolay\u0131s\u0131yla, risklerden saklanman\u0131n veya ka\u00e7man\u0131n m\u00fcmk\u00fcn olmad\u0131\u011f\u0131 bir toplumda ya\u015fad\u0131\u011f\u0131m\u0131z bir realitedir.<\/p>\n

Refleksif Modernle\u015fme<\/h3>\n

\u0130nsano\u011flunun ilerleme veya geli\u015fme ad\u0131na att\u0131\u011f\u0131 her ad\u0131m, ayn\u0131 zamanda olas\u0131 riskleri de bar\u0131nd\u0131r\u0131r ki bu risklerin imal edilmi\u015f b\u00f6l\u00fcm\u00fc olan \u2018ikinci modernite\u2019 ya da \u2018refleksif (d\u00fc\u015f\u00fcn\u00fcmsel) modernle\u015fme\u2019 \u00e7a\u011f\u0131d\u0131r. Beck\u2019e g\u00f6re bireysel, sosyal veya k\u00fcresel d\u00fczeyde \u00f6ng\u00f6r\u00fclemeyenin ya\u015fand\u0131\u011f\u0131 bir d\u00f6nem olarak nitelendirilir. Ona g\u00f6re, postmodern bir d\u00f6neme ge\u00e7mekten ziyade risklerin egemen oldu\u00ad\u011fu bir \u2018d\u00fc\u015f\u00fcn\u00fcmsel modernle\u015fmeye ge\u00e7ti\u011fimizi s\u00f6ylemek daha do\u011frudur.<\/p>\n

\u0130ki kutuplu d\u00fcnyada kom\u00fcnistler veya kapitalistlerin birbiri i\u00e7in ta\u015f\u0131d\u0131\u011f\u0131 tehlikeli duru\u015f anla\u015f\u0131labilir, hesaplanabilir bir risk g\u00f6r\u00fcn\u00fcm\u00fc verirken, g\u00fcn\u00fcm\u00fcz postmodern d\u00f6nemde kutupla\u00adr\u0131n kaybolmu\u015f olmas\u0131 riskleri azaltmam\u0131\u015f, bilakis risklerin geldi\u011fi yerleri fazlala\u015ft\u0131r\u0131p belirsizle\u015ftirmi\u015ftir. \u0130nsanlar k\u00fcresel anlamda etkilere a\u00e7\u0131k olan bu risk toplumunda, gelece\u011fin ne getirece\u011fi konusunda daha kayg\u0131l\u0131 olup g\u00fcvensizlik i\u00e7inde bulunmaktad\u0131rlar. Risklerin \u00e7oklu\u011fu, her risk kar\u015f\u0131s\u0131nda belirli gruplar\u0131n durumunu da tart\u0131\u015fmal\u0131 k\u0131lm\u0131\u015ft\u0131r. Bir riskin varl\u0131\u011f\u0131, kimileri i\u00e7in k\u00e2r hesab\u0131n\u0131n artmas\u0131na yol a\u00e7arken, kimileri i\u00e7in tehlike i\u015fareti olarak okunabilmektedir.
